I rated this "very good" based on its ability to explain a complex, detailed proposal in an accessible manner. Graphic novels can be very useful in that way!

Told in graphic-novel format (I didn't get that from the description). Pretty good book for breaking down the issues, but critics might feel it is a bit left-leaning. I don't think this book wil change teh minds of those opposed to the Affordable Care Act, and people who support it already don't need to read it.
